1. Why doesn't the world know enough of Tesla's scientific work on Radiant Energy Generator ?

#Reason 1: Tesla has too many times stolen his inventions (before 1932)
Brooklyn Eagle July 10, 1932 Nikola Tesla states:
I have harnessed the cosmic rays and caused them to operate a motive device. Cosmic ray investigation is a subject that is very close to me. I was the first to discover these rays and I naturally feel toward them as I would toward my own flesh and blood.
I have advanced a theory of the cosmic rays and at every step of my investigations I have found it completely justified.
The attractive features of the cosmic rays is their constancy. They shower down on us throughout the whole 24 hours, and if a plant is developed to use their power it will not require devices for storing energy as would be necessary with devices using wind, tide or sunlight.
All of my investigations seem to point to the conclusion that they are small particles, each carrying so small a charge that we are justified in calling them neutrons. They move with great velocity, exceeding that of light.
More than 25 years ago I began my efforts to harness the cosmic rays and I can now state that I have succeeded in operating a motive device by means of them. I will tell you in the most general way, the cosmic ray ionizes the air, setting free many charges ions and electrons. These charges are captured in a condenser which is made to discharge through the circuit of the motor.
I have hopes of building my motor on a large scale, but circumstances have not been favorable to carrying out my plan.
Evidence of Tesla having stolen the invention:

Tesla gave away all sorts of new, visionary, fundamental ideas during public lectures. Then his technical audience went out and patented them under their own names.
Even Tesla's actual patents were considered free for the taking, since Tesla was well known to never take action against idea-thieves. Then, for the rest of their long careers, these plagiarists started publicly belittling Tesla. They included big names in industry, not just Marconi, but Pupin of Columbia, and CP Steinmetz wrote an entire textbook on Tesla's AC motor, a text which became a standard in industry. All without mentioning Tesla. This was like writing a relativity text while concealing the name Einstein, or a design-book on carbon light bulbs while avoiding any mention of Edison. Did GE and Steinmetz invent induction motors? No, but Tesla/Westinghouse was their direct competitor, and major patents were a huge issue at the time. Steinmetz' book distorted history; in part it was a product of GE corporate propaganda. Yet then, as a result, generations of motor-designers soaked up a GE-version of history, and had no clue about Tesla's enormous role in creating modern industry. It’s like finding a large physics community who doesn’t know the name “Maxwell.”
Tesla was “disappeared” by the plagiarists who directly benefited from his breakthroughs. (If they wanted to keep on pretending to have invented Tesla’s stuff, they had to keep up the decades-long pressure to sideline and belittle Tesla.)
Another example, Tesla described his 3-electrode vacuum tube at an IEEE lecture. Deforest was there. Deforest suddenly invents the 3-terminal "Audion," the (ahem) first vacuum-tube amplifier. All the history books praise Deforest, but never mention Tesla's own tube amplifier from years before. (Tesla’s device was different, in that he called his Grid electrode “the Sieve.”)

#Reason 2: Tesla knows that he's being suppressed by the electric industry.
His invention will make the electricity industry go bankrupt. Because electricity is taken from Radiant Energy Generator - just like from nothingness (providing free energy from the air)
So blueprints sent to the US patent office are only part of the Radiant Energy Generator program. This is a blueprint for exploration, and to find investors.

2. Does Nikola Tesla's proposed Radiant Energy Generator hold merit in terms of providing free energy from the air?

In fact, this question is equivalent to: Is Nikola Tesla an honest person?
If Tesla is a liar, then his statement is not worth much discussion.

"This new power for the driving of the world's machinery will be derived from the energy which operates the universe, the cosmic energy, whose central source for the earth is the sun and which is everywhere present in unlimited quantities."

2.1. Studies that prove Radiant Energy Generator is worthy and of high value

Tesla’s experiments suggest that a method of extracting free-energy is to use a Tesla coil which has a metal spike instead of the more common metal sphere at the end of the ‘secondary’ coil. If the Tesla coil is fed with sufficiently short uni-directional pulses and the ‘secondary’ coil pointed at a metal plate, then it should be possible to draw off serious levels of power from the metal plate, just as Tesla discovered.

This has been confirmed by Don Smith who uses two metal plates separated by a layer of plastic dielectric, forming a capacitor. He states that a well designed Tesla coil is capable of producing currents as high as the voltages and he demonstrates a hand-held 28 watt Tesla Coil played on the first plate producing a substantial continuous spark discharge between the second plate and ground. I estimate that the spark produced would have to be thousands of volts at a significant current, which puts it in the kilowatt range, like most of Don's other devices. Don's video Don's patent is at here is Don's pdf document in which he explains many of his high-power designs.

Don also points out that the positioning of the primary coil relative to the secondary coil of a Tesla Coil determines the amount of current which can be provided. Contrary to most opinion, it is possible to have Tesla Coil current as high as the voltage. Don always stresses that you have the option of picking the electrical component (as conventional science has done) which leads to "heat death" while the alternative option of selecting the magnetic component makes "the world your oyster". With a magnetic ripple imposed on the zero-point energy field, which Don prefers to call the 'ambient background energy', you can make as many electric conversions as you wish, without depleting the magnetic event in any way. In other words, you can draw off serious amounts of current from capacitor plates positioned at right angles to the magnetic flow, and every additional pair of plates gives you an additional source of major current without any need to increase the magnetic disturbance in any way. With his single metal plate, Tesla mentioned currents of a thousand amps being available. Please remember that a Tesla Coil produces seriously high voltages and is not a toy. Great care is needed around a Tesla Coil so, when it is running, keep well away from it.

2.2. What is Radiant Energy actually? Where does the energy come from?

Radiant Energy, it is not the radiation energy on Wikipedia mentioned.
Radiant Energy is like a wave, this wave has a function of transmitting electricity.
Usually, we define a current as a directed displacement of charged particles.
But when Radiant Energy is present, electricity is transmitted from position A to position B, without any charged particles moving.

2.3. Some evidence that Radiant Energy Generator works

Tesla's free energy generator, which aims to provide cheap (free) electricity to the whole world, has failed. Failure in practical application and commercialization. The complete blueprint for wireless power, global power supply, may be complete. But then stolen after he died.
Generator from Zero-Point Energy, was successful on a small scale. That is, powering small motors, or powering homes.
Evidence for this statement:

Proof 1: Flying saucers
The design for the flying saucer was successful (complete). Tesla kept that blueprint. The power supplied to Tesla's flying saucer is the energy derived from Zero-Point Energy. Flying saucers work according to the theory of Ether, which means there is no gravity in Ether. So no need for jet engines.
The energy supplied to the flying saucer is a self-sustaining generator, the energy is taken in nothingness - Zero-Point Energy
